The IDD code for the BVI is +1 284, which followed by seven digits. On island you should dial all seven digits. You may hear them referred to as five digit numbers, as they were before the arrival of cell phones. 

International direct dialling service is available in most hotels and some villas. Credit card calls can be made through local operators or through AT&T, and phone cards can be purchased through LIME (Cable & Wireless) offices throughout the islands.
